Join Justin as he takes you through the key issues affecting housing and landlord/tenant law in the private rented sector today.
The morning starts with a look at how legislation is changing in England.
The Renters (Reform) Bill has cross-party political support and is widely expected to sail through Parliament. But how far will it go and what are the key changes it will bring?
We also look at other changes, e.g. around HMOs and council tax.
There will be a short session (30 mins at most) giving a quick introduction to the Renting Homes (Wales) Act 2016. A detailed analysis of the Act is impossible without devoting the whole day to that one change, but everyone should be familiar with the broad outline of the new legislation. Please note, however, that this is only a brief introduction to the position in Wales.
The leading cases from the High Court, Court of Appeal and Supreme Court in 2022 and 2023 will be covered, together with a preview of a few of the more significant cases which are expected to be heard in 2024.
We also cover the key housing policy updates from 2022 and 2023 and, should details be available, try to identify what housing policies will be offered by the main parties at the next General Election.
Finally, we will have a relatively detailed examination of the workings of the Rent Repayment Order regime (in England) and the civil penalty/banning order regime (in England).
In particular, the higher courts and Upper Tribunal have been very active in 2022 and 2023 in giving guidance about how these regimes should be operated whether by local authorities, tenants, landlords or the First Tier Tribunal.

We break for lunch between 1.00 pm and 2.00 pm. There will also be two ‘comfort breaks’ of up to 30 minutes, one in the morning and one in the afternoon.
Justin’s practice covers all aspects of housing, property and local government law. He is the Deputy General Editor of the Encyclopaedia of Housing Law and is the author or co-author of a number of other books and annotated statutes.
He has appeared in over 130 reported and significant landlord and tenant cases, including seven in the Supreme Court (e.g. Rakusen v Jepson – rent repayment orders) and 31 in the Court of Appeal (e.g. Global 100; Hussain v Waltham Forest – landlord licensing; Jarvis v Evans – first case on Housing (Wales) Act 2014 licensing; Trecarrel – gas safety; Cooke v Northwood – how a company “signs” a notice). In 2024, he will again be appearing in the Supreme Court in A1 Properties, a case likely to recast the law on how to approach errors in statutory notices.
He is the co-author of the Homes (Fitness for Human Habitation) Act and the Supported Housing (Regulatory Oversight) Act and has given evidence to the House of Commons, House of Lords, All Party Parliamentary Committees on both Legal Aid and the Private Rented Sector and the Welsh Assembly on housing law issues.
In January 2024 is was announced that Justin would be awarded the rank of King’s Counsel, with effect from March 2024

A: Yes, you can cancel at any time up to 12.00 noon on the day of the training and get a full refund. All requests for cancellation should be made via our Green Button support service. This does not affect your statutory rights.
A: It is unlikley that you will have problems, as we will be using standard browser based software which works well - provided you are using Firefox or Chrome for your internet browser. Mac users should note that the system does not work with Safari (but it is easy to instal Chrome or Firefox on a Mac - you may already be using them). However if you are unable to view the event, we will give a full refund , provided you let us know before 12.00 noon on the day of the event.
A: Yes. We will be recording the event and the recordings will be loaded up to the delegates page after the event. The recordings will be available for all delegates for a period of three months.
A: We prefer people to pay online and most discounts (for example for Landlord Law members) will only be available if you pay online. Note that a VAT invoice/receipt will be emailed to you after payment via our online system. However if you wish to pay on invoice this can be arranged but will be subject to a £15 admin fee. The invoice option is not available in the 2 weeks before the event.
A: I am afraid you can only use one coupon - so if you have two you will need to decide which one to use. However Landlord Law members can use a coupon and still get their automatic discount.
A: No, payments must be made online via our system (where you can pay by card or pay pal) or by BACS if paying on invoice.
A: No, however all Landlord Law membes will get an automatic discount - the discount for Business Level members will be 20% and 10% for Basic Level members. All members will be able to offset Landlord Law points.

A: There will be a short session looking at the new Welsh legislation and much of the other content will apply in Wales as it does in England. Not all of the content will be relevant to you though.
A: No, unless you own rented property in England or Wales. This training is only suitable for landlords or others managing rented property in England and Wales UK.
A: Yes, provided our system shows you have attended all sessions. If you qualify, you will be emailed a CPD certificate after the event. This event carries four hours and 30 minutes CPD. Our CPD is accepted by most accreditation bodies including the NRLA and Propertymark.
